What is HOI 
HOI, Institute for Media Auditing is the official Dutch ABC. HOI was introduced in the Netherlands in March 1998 and is based on a Joint Industry Committee (JIC) of the three main industry partners: advertisers (
BVA), publishers (NUV) and (NDP) and the media-agencies (PMA).

Objective
Providing the Dutch market with reliable circulation figures through gathering, detailing, control and publication of circulation figures per quarter.

How
Every quarter a publisher’s statement will be published and every year an audit report will be available. The audit will be executed by an external auditor. HOI will review every year on an ad random base 5% of all the titles. This review will be carried out by an (other) external auditor. The registration and publishing year of HOI runs synchronous with the calendar year.

Members
HOI is publishing every quarter the circulation figures of almost 700 titles. All Dutch newspapers, all important consumer- and businessmagazines. More than 90% of all the print advertising expenditures are in HOI titles (=print media that are controlled by HOI).

IFABC 
HOI is since 1999 a member of the International Federation of Audit Bureaux of Circulations 
 . The IFABC is a voluntary cooperative federation of industry-sponsored organizations established in nations throughout the world to verify and report facts about the circulations of publications and related data. Policy Guiduance 
Board of Directors is composed on an equivalent base of advertisers and media-agencies (now 5) versus the publishers (now 5), respectively members of the BVA Association of Dutch Advertisers and PMA the Association of Media Agencies against the publishers the Dutch Publishers Union (NUV) and the National Association of Daily Newspapers (NDP). An independent person completes the Board of Directors as an outside expert.
           
       
Finances
HOI, Institute for Media Auditing is an independent organization on a non-profit basis.                                            

Staff
There are currently 3 members of staff. A managing director an agency-coordinator and an internet consultant/webmaster. HOI is working with external companies (database-entry and auditing business)


Public circulation reports The circulation figures are free retrievable with a circulation module on this website. You can have selections on: quarters, titles and groups of titles and on all the categories of the circulation.

More advanced circulation reports Subcribers gain access to a more advanced circulation module with more information. If you are interested in the advanced module you can contact HOI. 

HOI reports Quarterly reports: In these publications the “core” figures of the titles of the quarters will be published. Click here for an example report Yearly report: All detailed figures on every level of all the audited titles are published.

Costs
The costs for a subscription on the advanced circulation data for 2012 are € 105,- a year (excluding media-agencies). Click here to subscribe for the reports.

HOI Qualitymarks                
There are 3 HOI qualitymarks: 'Print', ‘Print non-addressed’ and 'Digital publications'. 'Print non-addressed' is for the media with 75% or more of their total distributed circulation is not measurable to the final reader for instance 'Outlet circulation'. The digital publications 'Replica' and 'Non-raplica' both use the HOI quality mark 'Digital publications'.
