HOI, Institute for Media Auditing does audit E-papers (digital press) since 2005.
The E-paper must be an exact replica (in content and lay-out) of the print version.The print title must be a member of HOI. E-papers must be published on a screen (by e-mail or website) and not later then 3 days after the print version. It is possible for publishers to report the following circulation categories for E-papers:

The circulation categories above are all measurable categories with a high accountability. For now it is not possible to report in other HOI circulation categories.
The Audit
The audit process of digital edition circulation will be done by the auditor of the Print version title. The rules for the circulation categories 1.1, 1.2, 1.3, 1.6 and 1.7 are the same as the rules for the print titles.
There is a difference in 2.1 Controlled Circulation and 1.8 and 1.9 Paid multiple subscriptions.
Controlled Circulation
- Deduplication of the circulation if there is a CC print and CC digital edition for the same person. (use the Print number in the reports)
- Digital subscription with answer of personal question is possible as an alternative for written statement. (accountability is necessary)
Paid multiple subscriptions
- The publisher must gain access to the E-paper with individual logins (minimum 4 for each subscriber) or by sending the E-paper PDF to individual e-mailaddresses.
HOI publications
HOI will publish the circulation figures of the print and e-paper in the same report. The publisher is not allowed to communicate a total figure of E-paper and print without the separated figures of the E-paper and print title.
